Azure governance cost optimisation for MSPs
Microsoft's guidance warns that without spending guardrails such as policies, resource limits and access controls, workload costs can overrun budgets, and it names unrestricted rights to provision resources as a frequent cause of overspend. It recommends automating those controls on the platform rather than relying on manual checks.

Where governance spend goes to waste
The main cost levers Microsoft documents for governance, and the ones an MSP should check across every client.
Match Key Vault tiers to real requirements
Key Vault charges per 10,000 operations, so applications that fetch secrets repeatedly push costs up. HSM-protected keys need the Premium tier and add a monthly charge per key, and Managed HSM has an hourly fee per pool, so keep both for clients with a genuine compliance need. [2]
Set backup redundancy and retention per workload
Backup vaults default to geo-redundant storage, which costs more than locally redundant storage and can't be changed once items are protected. Microsoft suggests LRS for non-critical dev and non-production workloads, and tuning schedules and retention to how critical each workload is. [3]
Allocate client costs with tag inheritance
Tag inheritance in Cost Management applies subscription and resource group tags to the usage records beneath them, so costs can be grouped by client, project or environment without tagging every resource. It works with EA, MCA and Microsoft Partner Agreement accounts. [4]
Apply Azure Hybrid Benefit to eligible licences
Clients with Windows Server and SQL Server licences under active Software Assurance or qualifying subscriptions can use them on Azure at lower cost. Central assignment isn't available for Windows Server or for customers whose Azure is managed by a CSP partner, so there the benefit has to be enabled per resource. [5]
Block wasteful deployments with Azure Policy
Built-in policy definitions cover the usual guardrails: permitted resource types, VM sizes and locations, and mandatory tags. Enforcing them consistently keeps oversized or unapproved resources off a client's bill. [1]
Compare regional prices before deploying
Services, features and prices vary between Azure regions. Running non-critical workloads in lower-cost regions cuts spend, provided data residency, compliance and latency requirements are still met. [6]
How Cerberus Cloud covers governance
Cerberus Cloud runs 17 automated finders for governance across every connected client tenant. Each one ties a technical signal to real billing data, so findings arrive with an estimated recoverable value, ranked by impact, effort and risk, with evidence and remediation scripts for your engineers to review.
Access is read-only, so nothing changes in a client environment until your team decides it should. See how it works or the multi-tenant portfolio view.

Frequently asked questions
- Do we keep paying for backups after a client deletes a VM?
- Yes, unless protection was stopped first. Backup items for deleted VMs stay active under their policy, and the most recent recovery point is kept and billed at normal backup rates. Microsoft recommends deleting backup items whose source no longer exists once the data is not needed.
- Is soft-deleted backup data charged?
- For vaulted backups, the default 14 days of soft-delete retention cost nothing; extending it beyond 14 days is billed at regular backup rates. Agree extended retention with each client deliberately.
- Can client dev and test environments use Dev/Test pricing?
- Only for active Visual Studio subscribers, and only for developing and testing applications. Dev/Test subscriptions bill Windows VMs at Linux rates and discount other services, but carry no SLA for most services, so keep production on standard subscriptions.
